it's still there in a final lucid installation. If I recall correctly, it used to work for a while during lucid development. But not anymore.
I've tried to do "apport-collect 269302", but it failed saying "no additional informations were collected" with the following message on the console: "Package xorg-server not installed and no hook available, ignoring".
