I've seen this issue on ATI X1400 Radeon Mobility (ChipID = 0x7145) as well. KMS video playback is often jerky and problematic in fullscreen, so I tried the old UMS mode, and at some point all Xv playback turned bad, like in the screenshot attached in this bug report. Thus I returned to KMS, and I'm now trying to figure out how to get video playback working satisfactorily in fullscreen..
