I installed Felix Kuehling patch, via https://launchpad.net/~k0ekk0ek/+archive/ppa (#291) and it seems to remove my problem with slow resize of windows with ATI Proprietary FGLRX driver.
I'm on a DELL Stiduo XPS 16, ATI Radeon HD 3670.
