If there is no EDID info, the X server supposes very conservative refresh frequencies that are guaranteed to work and do no harm on all monitors, but limits the resolution to 800x600. Previous versions of Ubuntu would set up more generous frequencies during installation (if EDID was missing) which often gave 1024x768, I think this was equivalent to "Generic LCD panel". The display applet was part of Gnome and has disappeared since.
