Ok,
So I updated to Karmic Koala, and the problem still persists. Today I tried
another experiment: when it resumes and displays the password dialog, I tried
attaching a USB mouse to the laptop. And it worked! The pointer started moving
in response to the USB mouse, even though the touchpad stayed non-responsive.
I'm guessing a USB keyboard would have worked just as well.

The keyboard/mouse initialization on resume isn't working like it is
supposed to.
