The statement "apport-bug thinks it's running on Xorg" appears to be false. Apport created this bug and correctly identified that you are using Wayland (see the Tags section).
While all graphics bugs do get assigned to the 'xorg' source package by default, that's a minor annoyance and I suspect isn't the main problem you want to solve... So what's the real issue we should discuss here?
