So although everything is working fine in windows and ubuntu 19.10; i swapped my onkyo receiver for a newer Denon hdmi 2.0 receiver - the AVR-X1400H; same issue. i connected to pc directly to the screen; same issue i switched to a different brand of premium hdmi 2.0 cable; same issue.
i've also installed the ubuntu budgie flavor beta; same issue.
