Same problem. I use laptop PC, Intel(R) Core(TM) i7-7700K CPU @ 4.20GHz, GPU GeForce GTX 1080 * 2. DISTRIB_DESCRIPTION="Ubuntu 18.04.3 LTS". Linux kernel version is "Linux anomalydetect 4.15.0-66-generic".
I tried "cpupower" that controls CPU clock frequency. cf. https://wiki.archlinux.org/index.php/CPU_frequency_scaling # cpupower frequency-set -u clock_freq I tried the above with "clock_freq" set to "3GHz". (My CPU default max frequency is "4.5GHz") Then, "cpupower" was able to keep CPU temperature lowly without slowing down in my application!!
