This bug is returned for me in Karmic fresh install after ~1 week of usage. Maybe it returns after I add two locales (en + ru) or after add "KDE Keyboard Layout Switcher" to the tray. xkb switcher hotkey is "Alt+Shift", but without adding 2 locales in KDE system settings, I didn't see this bug in my system. I try to change something and if I got some results, I'll post it here.
