A more advanced version of my patch is now included in Karmic and here's
the current status:

1) when the Dell Mini 10v is detected it will work well out of the box,
thanks to a quirk in the fdi file which sets the property mentioned in
point 2

2) users can set the "Synaptics Jumpy Cursor Threshold" property to a
value which works for them (which depends on the touchpad model) using
either xinput, synclient or the fdi file.

This approach is definitely regression free as (by default) we rely on
quirks for 3 models and preserve normal behaviour on other touchpad
models.
