OK then. This sounds like a regression in vanilla Ubuntu between versions 18.10 and 19.04. Next please try installing some older kernel versions from here:
https://kernel.ubuntu.com/~kernel-ppa/mainline/?C=N;O=D then reboot and as soon as the purple screen appears tap Escape. Then navigate through the menus and choose an older kernel version to boot.
