indeed, it was enabled fairly recently:

  * rules: Drop extra -Dosmesa from confflags.

  * rules: Classic osmesa needs classic swrast, and since it's not enabled
    where llvmpipe is enabled, enable gallium osmesa there.

so, disco has it, and it's also on ppa:ubuntu-x-swat/updates

bionic will get it with 19.0.x backport for 18.04.3
