This worked for me from -proposed: 2:15.201-0ubuntu2~15.10.1

I am now able to install and activate the fglrx graphics drivers.

A new problem is that my multimonitor setup was working fine without the fglrx 
drivers, but now has been broken:
    Monitor 1 (connected to AMD card)
    Monitor 2 (connected to AMD card)
    Monitor 3 (connected to integrated intel controller)

Only the two monitors connected to the AMD discrete graphics card will
work with fglrx installed. The monitor connected to the integrated intel
graphics controller is not detected. Looking around, this seems to be a
separate and unrelated problem to the fglrx issues this bug is written
against.
