Thanks for your additional info. It's a mystery, because I still can't reproduce it; please see my screenshot.
<Alt Gr> + E indeed gives € on several latin keyboards - including Swedish, which I'm using - but when switching to the Latvian keyboard layout, <Alt Gr> + E generates a ē character, and I need to type <Alt Gr> + 4 to get a €. Which Ubuntu flavour are you using, btw?
