The bug appears to be related directly to the number of processes. I have 4 processors and 16GB of memory and normally only hit this problem when I have greater than 1024 processes running (Chrome, Eclipse, VMware w/3 VMs). I can recover from the problem if I am patient and shutdown the 3 VMs, Chrome, and Eclipse, all heavy thread users. migration/x goes away and the system returns to normal.
