I reproduced the issue, but did not notice any change in the log as I started up OO.o and reproduced the issue. Attached is the requested log file.
I notice that the flicker appears only on the OO.o toolbar area that overlaps with one of the possible-target windows when that target is preview/highlighted while alt-tabbing.
