Sorry for lack of answer, i had little free time recently. I have just upgraded to Xubuntu 13.10 about a month ago, and i tested the above error, and found it is still happening. Since i have a workaround now (switch in both monitors before startup,) i can live with it. Anyone finds this issue can use workaround as well.
