The problem is simple: turbo boost works only from 2300000 to 2301000.
bios_limit is set to 2301000

I tried some of the solutions online but didn't get anywhere. I found this 
problem with indicato-cpufreq, but I also monitored the frequency without it 
installed. The maximum frequency should be about 3,1GHz on all cores, 3.2GHz on 
two cores and 3.3GHz on one core. Please give me a good solution or, if not 
safe, warn me about the problems.
