I can confirm this seems to be a v3.8 bug. I get the same symptoms on amd64 3.8.0-25.37 (current raring kernel), and 3.8.0-27.39~pre201306280400 (current raring kernel-ppa pre-proposed.)
When I installed a v3.9 kernel (I used 3.9.0-030900.201304291257 from http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.9-raring/ ) my DisplayLink adapter "just worked" when hotplugged. I see a few udl-related commits in the mainline changelogs for 3.8.1 & 3.8.8.
