I tried 13.04 with kernel 3.9.0-raring (from mainline PPA) and the problem persisted. I then tried Ubuntu 13.10 Daily ISO (has kernel 3.9.0.x) with a LiveUSB and it booted just fine. This is with the radeon (free) driver.
