How to set libxkbcommon keyboard layout under Weston?
There is no way to switch the keyboard layout during a session yet, but
you can set it in weston.ini before starting a session.
See the weston.ini man page, KEYBOARD SECTION.

keymap_layout=
keymap_variant=
What is the expected behavior?
It's possible to configure the keyboard layout. Setting invalid, because
this is a support request.
