For this bug report, quoting phoronix, quoting any other website that
isn't AMD's, or not directly quoting from a AMD representative for this
problem is, at best, conjecture.

So, let us talk about the facts. If one goes to the website 
http://support.amd.com/us/gpudownload/Pages/index.aspx and inputs Notebook 
Graphics
Radeon HD Series -> Mobility Radeon 3100 Series -> Linux x86 -> button Display 
Results one is brought to 
http://support.amd.com/us/gpudownload/linux/legacy/Pages/legacy-radeon_linux.aspx
 . As per this website:
"These updates will focus on resolving application specific issues and critical 
updates."

Not being able to use the driver, for whatever reason, is a critical
issue.

As per the download page for 12.6

Now, if you want to make the argument because I have an xorg version not 
specifically mentioned, then the driver won't work, while this argument is also 
conjecture, then it won't work for _any_ card in Quantal, irrelevant to the 
card model:

won't work for anyone in the Ubuntu Community using Quantal. Hence, this could 
be marked Importance Critical due to how this has "Has a moderate impact on a 
large portion of Ubuntu users" as per https://wiki.ubuntu.com/Bugs/Importance. 
As well, potential duplicates have already been filed prior to my bug report 
about this exact issue:

I'm not knowledgable enough to comment. However, same point about no cards

Regarding the rest of your comments:

I use Xubuntu and jockey/jockey-gtk doesn't work. Despite this, this is
not required as I installed fglrx from the Ubuntu repositories as per
the already attached install log

This bug report is only focused on fglrx installed from the Ubuntu
repository as previously mentioned.

However, in an attempt to WORKAROUND this problem, I uninstalled fglrx
from the repos, reported this bug, and installed the driver downloaded
directly from AMD, which also does not work. For more on the problem
with the upstream release please see
http://ati.cchtml.com/show_bug.cgi?id=625 .

In spite of all this, please do not comment further on this bug report
unless asking for debugging information or providing a patch to fix this
problem.
