You have been subscribed to a public bug:
1. Make a window (window 1) always on top
2. Place another window (window 2) underneath window 1
3. Set another window to fullscreen (not maximized, use an application like
Chrome that has a fullscreen mode) so it covers the same screen window 1 and 2
are on
4. Minimize the fullscreen window
5. click window 2
or
4. Close the fullscreen window
The result is that window 2 covers window 1 rather than staying
underneath it.
