Precise does provide 32 bit glu dev libraries on amd64, you're compiling a 32 bit app and you need 32 bit dependencies that can't be installed at the same time as the amd64 ones in this case. If it's not showing up in the repositories that's no fault of mesa's, your dpkg configuration must be messed up and has i386 disabled. Do you have /etc/dpkg/dpkg.cfg.d/multiarch with foreign-architecture i386 in it?
