I can confirm the problem on Xubuntu 11.10 to. I don't get any signal on the TV screen with kernel 3.0.0-12 and kernel 3.0.0-13. The s-video port is detected and listed on xrandr. The refresh rate is given with 30hz, but is seems to bee wrong for a PAL-TV.
If I use an installed lucid kernel 2.6.32-36 so I can switch on the s-video port and I get the expected picture on my TV screen. But is not possible to switch the s-video port off again. On Ubuntu 10.04 and Debian Squeeze the s-video port is able to work as expected.
