Due to Xinerama's design, monitor hotplugging can't work there.
However, it does work with XRANDR and KMS.

fglrx now supports XRANDR 1.2 (but not KMS).  I can't easily test this
on my own hardware but suspect it should work properly now.  Would you
mind testing oneiric (using fglrx with RANDR and not Xinerama) and
report if it is indeed working?

If it isn't working, please update the bug report with newer info by running 
the command:
  apport-collect 688403
