Public bug reported:

I have a laptop with a Azerty keyboard.
Now I want to change the default behavior of the Caps Lock to make it a Shift 
Lock.

This can be change in the Regional Settings under Keyboard.
There I changed it to make 'Caps lock act as Shift with lock'.

But even after this, the 'Shift Lock' doesn't act like it should.
With Shift-Lock enabled it still gives '&É"'( instead of 1234 like it should.


The Caps-Lock is correctly seen:
keycode 66 = (keysym 0xffe5, Caps_Lock), state = 0x0
keycode 66 = (keysym 0xffe5, Caps_Lock), state = 0x2
keycode 66 = (keysym 0xffe5, Caps_Lock), state = 0x2
keycode 66 = (keysym 0xffe5, Caps_Lock), state = 0x2
