I am also experiencing this bug in 11.04 on my Dell Inspiron 9300 (ATI Radeon mobility X300, M22) using the open source ATI drivers. The bug only affects the repainting of the background in the main (ie. laptop) display - active windows within the screen redraw themselves fine when overlapped and then un-overlapped. The external monitor behaves properly.
