I can confirm that this occurs on my Dell Inspiron Mini 9 while attaching to a 22" external monitor.
The Dell Mini 9 has a native resolution of 1024x600. The 22" external monitor has a native resolution of 1680x1050 The resolution that displays when they are connected to each other is 800x600.
