X no longer is in charge of power management for desktops, since a
couple years; this is moved out to the desktop environment.  On gnome,
I'd point you to gnome-power-manager, but I don't know what the analog
is on KDE.

Talk with the Kubuntu/KDE folks to find out what package in KDE is
responsible for power settings, and then target this bug to that
package.  (Click the downward pointing arrow under 'Affects' and type
the correct package name into the Package field.
