X no longer is in charge of power management for desktops, since a couple years; this is moved out to the desktop environment. On gnome, I'd point you to gnome-power-manager, but I don't know what the analog is on KDE.
Talk with the Kubuntu/KDE folks to find out what package in KDE is responsible for power settings, and then target this bug to that package.
