Yeah what I've seen tends to look either like uninitialized memory, or chopped up bits of the screen from a previous login. I can't say for sure if it's a regression since this is pretty much a freshly built box, however I've used the video card in another system with maverick and didn't see this behavior.
Hmm, come to think of it, I don't recall seeing it the past couple of days since updating to latest bits, so perhaps the issue has gone.
