I've also seen this happen if the 'debian-sys-maint' mysql account gets removed or the password changed.
/etc/mysql/debian.cnf Also assumed you changed the 'root' password back to what it was and tried to reinstall mysql-server-5.0? Do you have a viable database running? If not then you could just purge the package and reinstall it. That's kind of draculin but it's fast. :) Bottom line is 'mysql-server-5.0' is in jacked state and needs to install correctly or be removed. You can look at the: /var/lib/dpkg/info/mysql-server-5.0.postinst ... script and see what it's trying to do. And of course do what Mike said ... check the /var/log/mysql* files for clues.
