Yeah, it did used to notify people that there are more users logged in. If two or more users were logged in, a dialogue box used to appear requesting authentication to continue shutting down. If you clicked cancel on that dialogue, you used to be brought back to gdm. I haven't really used multiple users since 10.04/10.10 so have no experience of what might happen now, but it definitely used to have this now missing behaviour.
