That can commonly happen if the archive is inconsistant, particularly with unity packages where there are tight version constraints between them. Typically they resolve themselves in a few hours and an install will continue. I would normally not advise to take any offered Partial upgrades. They tend to lead to pain unless you intimately understand the output of apt-get when resolving conflicts.
