You'll need the shutdown type I think along with that sudo shutdown -P now For a power off, or sudo shutdown -r now For a reboot

As an emergency measure when this happens, you can do 'ctrl+alt+F2' which gives you a command prompt and then do 'sudo shutdown now' to turn off properly rather than the brute force method.
