Not generally unless specified, it's usually the retail boxed ones that
come with a fan.
That is a great price, I'd be tempted to get one myself at that price,
especially since the review says it can be overclocked to 3.6Ghz!
(although maybe on a standard cooler you might not get speeds like that).
