Horde 3 (the framework) had a very decent XMLRPC interface which would give you access to about 90% of the system. It certainly would have an iCal feed etc that you'd want. They have recently upgraded the framework and all the core apps to a new major release (including Kronolith - their calendaring application) so that could be pretty close to what you want. In addition, if there's specific functionality that you want, which isn't there, you can purchase commercial support from the core developers, and get them to help you get it working. While many of the core devs are based in the US, at least one (Jan Schnider, I think) is German, and still lives there I think.
