The reason it keeps happening in London on the day of the release is Canonical and the staff are here so they go out after a long week and celebrate.
There is nothing stopping anyone one anywhere here in the UK organising another one any time this month. Many loco teams around the world do not have it the day of the release, they way perhaps to the weekend or a few weeks later. Don't be put off by saying you can't go to one in London, make one near you!
