Perhaps there is an underlying cause for that reluctance that you could help then to resolve. In my humble experience, it is quite likely that if you find a technological way to force them to engage, they will spend more effort trying to game that mechanism than reading your communications. I appreciate that this is not the answer you are looking for and I'm afraid I could not suggest a technology approach that I feel would work.
