IIRC when trying to import mail from Outlook to Thunderbird, you needed 
a working Outlook as the mail file is proprietary to MS and Thunderbird 
basically used API calls to outlook to extract the data (please note 
however that recently Microsoft have opened up information on the file 
structure so this might change in the future).

I am not sure if this is the same for Outlook Express.

If you can Windows to boot, install Thunderbird on Windows first, import 
the mail data, then copy the Thunderbird profile over to Ubuntu.
