It's been a while since I've done anything like this, IIRC I was streaming to an IceCast server (which AFAIK is similar to Shoutcast). I'm sure I used a program called ices to do this. I'm not sure if it's compatible with Shoutcast but it was reasonably easy to setup and ran as a daemon. If you prefer to do something like this with a GUI though, I'm pretty VLC will support streaming to a Shoutcast server. Hope this helps.
