I've used www.byethost.com (that's not a typo!) for four years - five sites on free hosting, and one on paid. I've found their uptime reliable, and speed good. Support is good even for free hosting as they have a very active forum at http://byet.net/index.php where you can often find the answer without resorting to tech support. When I have had to contact them they've answered quickly and with useful info.
Paid hosting is on a monthly basis - you don't need to sign up for 12 months or more.
