grub.cfg is in /boot/grub/grub.cfg However, this is an automatically generated file and I wouldn't update it directly. It is generated by the files that are in /etc/grub.d and uses the configuration file /etc/default/grub. There's a great online tutorial[1] if you want to have a go at customising grub.
