I have used one of these dongles (different network, same hardware) and Network Manager just configured it for me. It was a Vodafone one that I set up, perhaps if the Orange ones continually refuse to work you could try a Voda one to see if it is your configuration or something that Orange has done. (Just act like you're interested in purchasing from Vodafone when you go to try one ;) )
