I haven't tried it myself, but according to http://groups.google.co.uk/group/sf-uk-mias/browse_thread/thread/9944ecbcb49896cf?hl=en&q=sims#b482426374ef3534, http://www.edugeek.net/forums/office-software/29498-open-office-v-ms-office.html, http://www.edugeek.net/forums/mis-systems/4504-sims-net-does-not-fully-support-open-office-post45518.html and another better thread with more details on edugeek I can;t find, it's not possible to simply edit the XML file, or even change the appropriate SIMS entry in the registry.
