I have posted a question about exactly what Launchpad does with these messages. From one of the emails I have had back it does seem that not all members get all messages. I.e one member told me that she had received my email from Launchpad but not stepheno2le's original. I agree with your bug report that the apparent action is innappropriate. >From bits and pieces I have read, it may be possible to configure it differently. E.g send the mail to the list (not very good because there is no way for a reply on the list to get to the sender unless they are CC'ed) or send to a nominated person. If I get any usefull information from the Launchpad team I will pass it on and, if appropriate, add to your bug.
