Hi, They want whatever they can get! And the point at which its gets decided what information they get is you. If your only willing to upload traces then thats all they get, if your willing to upload the trace and sit down to draw in the roads and features even better.
Its a "do what you can or want" approach. The best scenario is that you upload and edit the trace so that it appears on www.openstreetmap.org. It does take a bit of learning to use the software (JOSM/Potlatch) though, so there is a small barrier to entry. Though the software is well written and once you learnt it once thats it. If you have tracks upload them please! I've done some editing for OSM and having other GPS traces along with mine makes me much more confident that I am accurately tracing a road.
