I assume that it doesn't do this with a custom wallpaper. There's not
really any way to know whether a user likes the current default, so
it upgrades that for everyone. However it does remove the old default
wallpaper, which isn't ideal.

If you like a particular default one, then you can copy the file
and choose the copied version as your wallpaper, and then that should
be preserved for the next upgrade.
