Hey Sean Have you tried installing xserver-xgl?
Launch Synaptic Package Manager (System ->> Administration) and install xserver-xgl. Now restart Xorg (ctrl+shift+backspace) and try to enable desktop effects through appearance. This has worked for both my grandmother and my father.
