To be fair this mail was initiated by someone who is actually a member of this list. They probably just signed up for some service and then submitted their entire address book to "refer friends". It's a members-only list, so only members can post which is usually sufficient for dealing with most spam. Additional things like spamassassin or mailscanner would also place quite a heavy load on the ubuntu mail servers so for the most part it's not necessary to run them.
